Rayquaza Red/Blue Mystery Dungeon

I've gone to Sky Tower SOOOOOOOOOOOOOOOOO many times and I CAN'T GET RAYQUAZA!!!!!! I've tried so many times over and over again and he won't join my team. PPPPPPPLLLLLLEEEEEEAAAAAASSSSSSEEEEEE!!!!!! help. If you have any strategies or ANYTHING to help me get him please post. Thanks.

So basically you cant get him unless you try with only your A move
So basically you cant get him

Well my Zapdos is LV 100 (that took forever) and I kill him in one hit with my A attack and he still never joins my team!

Just keep trying. There's nothing else you can really do.
