This is my own list of training grounds that I use.

HP:
Route 212 ★★★★☆
Quagisre: 2 EV
Shellos: 1 EV
This is probably the best place for EVing in HP you have a pretty high chance of encountering Shellos and Quagsire. The only problem is the encounters
of Buizel's.

Trophy Garden ★★☆☆☆
Ummm a lot
the main problem is just the complete random pokemon that will appear unless you set up Pkmn Radar
They are at a decent level, but Route 212 is much better.

ATK:
Route 207 ★★★☆☆
This is a decent place to start the ATK ev training you'll encounter Machop's quite often.

Route 210(next to Celestic Town) ★★★★☆
Pkmn: Machokes and Bibarel(2 evs for both of them)
I go to the grass field right next to town. Since its right next to a pkmn center
this is probably the ideal place to EV train on ATK since 2's are earned often.
Some unecessary pokemon will be encountered though.

Def:
Oreburg Mines: ★★★★☆
Geodude: 1
A great place for early Def ev training.
Geodudes will be encountered often, occasional Zubats will pop out though

Iron Island ★★★★☆
Graveler: 2
Steelix: 2
Onix: 1
Once again another great place for EV defense. This one has more options still with the occasional Zubat/Golbat encounter
Graveler, Onyx, Steelix

Sp.ATK
Golduck 2
Restore Area ★★★★★
Go here once you are ready. All you'll encounter are Golducks at the lake

Lost Tower ★★★★☆
Gastly 1
Its pretty good because most of them are gastly, its good for early training.


Sp.Def

Route 223 ★★★★★
Tentacruel 2
Tentacool 1
Most of what you'll encounter is just Tentacruel's and Tentacools.

Spring Path ★☆☆☆☆
Duskull 2
There aren't many GOOD places to EV train on Special Defense, this place is for later trainers. The only one you can face is Duskull so chances could be low.

Any other body of water ★★☆☆☆

Tentacruel/cool are the only ones you should face

Speed
Route 226 ★★★☆☆
Raticates and Spearow 2 each
Its a good place to EV train, but Machokes seem to bump in often.

Any cave ★★★☆☆
Zubat(1) and Golbats(2)
Sames as the Defense EV except Cornet is also useful for encountering Zubats and Golbats.

Don't forget Old Chateau for SpAtk. Only Gastlys, Haunters and Gengars appear in there which give 1, 2 and 3 EVs respectively.

Also Onix gives 1 Defence point in Oreburgh Mines.
