Latios and Latias

After beating the elite four, i talked to mom and we watched a tv show. she asked me what color the pokemon on the tv was. Red=Latias Blue=Latios. i chose Latios, and i've heard that he is a roaming pokemon who you rarely encounter. how do i find him?

P.S. Also how do I keep him from fleeing?

You find him by luck. At least, the first time. Then when he's seen in your pokedex you can use it to figure out where he is. But don't just fly to where he is - he'll warp. If you change routes or cities, he'll go to an adjacent route. It's tough catching him - I saved my master ball for my Latias in Emerald, but in Ruby I didn't save the Master ball, so I'm still going after Latios.

You can keep him from fleeing with Mean Look or the abilities Shadow Tag or Arena Trap.

No Arena trap because it has Levitate =/

But except for that Starry is right. They are annoying to catch. Wobbuffet is a good Pokémon to use as it's a good wall and it has Shadow Tag to stop it fleeing.

I just use a master ball on those annoying pests.
