Well Technically you can't check them accurately unless its at least level 50, and those IVs aren't the best I've ever seen.

okay just wanted to know. Im still fairly new to the IV concept. I only got as far as EVing.

So by getting the Best IV is by pure luck or is it like breeding better pokemon to make it have better IV?

You can get lucky (Like I usually do)
But skilled breeders can get Pokémon with near perfect IVs.
