As a lead Starmie does well at preventing Stealth Rocks thanks to its high based speed decent special attack, and type coverage. Even faster leads such as aerodactyl fails to set up rocks at the end. The other moves are all based off of what you want to counter. Hydro Pump Provides more power than surf, but at the cost of your accuracy. Ice beam hits Dragon and Grass types, more importantly Salamence and Celebi. While hidden power hits steel types, such as Starmies worst nightmare Scizor. The last slot is open is to hit other water types. Grass knot hits water types much harder than thunderbolt and Koes pert if one is running life orb, and has a good chance to KO with expert belt. While Thunderbolt also hits water types hard as well as having coverage on Gyarados and Empoleon.
